Ministers or different officials head a rustic’s public workplaces, such as a international ministry or defence ministry. The election of a different government is therefore able to revolutionising a whole country’s strategy to authorities. In 1934, the Austrian philosopher Hans Kelsen continued the positivist tradition in his e-book the Pure Theory of Law.
